According to the Constitution Week Website:
In 1955 the Daughters of the American Revolution (DAR) petition congress to recognize Constitution Week on a national level. On August 2, 1956 President Eisenhower signed Constitution Week into law.
Identified as US Code 36-108.
The code states that the President of the United States is requested to issue each year a proclamation to designate September 17-23 as Constitution Week and inviting the people of the United States to observe Constitution Week, in schools, churches, and other suitable places with appropriate ceremonies and activities.

This week of recognition is not about political parties! This event caters to those who are supportive of the United States Constitution and desire to learn more about the American Founding with emphasis on its origin, philosophy and interpretation.
